Apple, Samsung Claim Bulk of Smartphone Profits

Here's a newsflash. Apple and Samsung are still - overwhelmingly - the two biggest players on the smartphone scene today, with each claiming a nearly identical dominant share of total smartphone revenue.

According to Cannacord analyst Michael Walkley, Apple claimed 53 percent of smartphone profits in Q2 of 2013, which is down 4% from Q1. Nonetheless, Apple's share remains a handsome one in the face of stiff competition from Samsung. The South Korean tech titan saw its share of smartphone industry profits climb from 43 percent in Q1 to 50 percent in Q2.

Sales of Samsung?s Galaxy S4 and Apple?s iPhone 5 have been especially strong during the summer months... so much so that the two companies now account for 103% of industry profits combined. The Financial Post reports that the only excitement in this race pertains to third place, where Nokia, BlackBerry and other Android-centered manufacturers like HTC Corp., ZTE Corp. and LG Electronics Inc. are fighting to determine who is going to be next in line to Apple and Samsung.

To be fair, of course, the distance between third and second place isn't really a "gap." It's the Grand Canyon.

Singer Randy Travis sent to physical therapy center

DALLAS (Reuters) - Country singer Randy Travis has been moved to a physical therapy facility from a Texas hospital, where he had spent several weeks recovering from a viral heart infection and stroke, his spokesman Kirt Webster said on Wednesday.

He was sent from Baylor Heart Hospital in Plano, Texas, to an unspecified rehabilitation center, Webster said in a statement.

"Thanks to all the fans and friends for your continued prayers and support as Randy continues on the road to recovery," Travis' fianc?e, Mary Davis, said in an accompanying statement.

Travis, 54, was admitted to Baylor Medical Center at McKinney, north of Dallas, on July 7 for a heart condition caused by a virus. He was later transferred to the heart hospital, where he suffered a stroke on July 10 and underwent emergency surgery.

On July 15, doctors said Travis had regained consciousness and that his condition had been stabilized.

The Grammy-winning singer-songwriter is known for hits such as "Forever and Ever, Amen" and "Three Wooden Crosses."

Bullard solar car team finishes race to California

LOS ANGELES, CA (KLTV)- The solar race car team from Bullard has finished the week-long race from Ft. Worth, TX to Los Angeles.

The Bullard High School engineering class started working on the vehicle back in October, and it was the product of countless hours of planning and engineering, work that began at the beginning of the school year.

The Bullard Solar Team was actually the first team to cross the final finish line in Los Angeles, but the race results are based on the overall time taken during the week.? At this time, those results are still being tabulated.

    Apple reportedly to release two more beta updates for iOS 7 before the Grand Master update in September

    Last night, Apple released the fourth beta update for iOS 7 to developers. Though the update schedule was put off track by its developer website falling victim to hackers, BGR Classic reports that everything is back on track and Apple plans to release two more betas before the Grand Master update in September.

    According to the report, the GM update will be arriving early in September, which could be a sign that Apple might unveil the iPhone 5S and the cheaper iPhone aka iPhone 5C running on the latest OS by the end of that month.

    Last night?s beta update (build 11A4435d) is available as an over-the-air (OTA) update or can be downloaded from Apple?s developer website. As expected, the latest update brings with a host of bug fixes and enhancements to the graphics and UI. Apple?s developer portal has been updated with the download files and also has the?full iOS 7 beta 4 change log.

Holland found out from an Israel-based social media genealogy company that is using the Internet to help match property stolen by the Nazis to heirs of the victims she was eligible for compensation for her grandmother's Berlin store seized by the Nazis more than 70 years ago.

    When Cati Holland checked her email a few weeks ago, she was surprised to find a message saying she was eligible for compensation for her grandmother's Berlin store that was seized by the Nazis more than 70 years ago.

    It wasn't spam or a phishing attempt or even a legitimate note from a German official working to track down victims and their heirs. Rather, it was from an Israel-based social media genealogy company that is using the Internet to help match property stolen by the Nazis to heirs of the victims.

    "My grandmother told me so many stories about the store ? about the beautiful dresses and fancy hats they made, the wealthy customers who wore them," Holland, 75, told The Associated Press by phone from Hadera, Israel.

    "But we always thought everything had been lost after my parents fled the Nazis. It never even occurred to us to claim any kind of restitution. I was completely surprised about that email."

    Since the collapse of the Third Reich in 1945, Germany has paid around 70 billion euros ($92 billion) in compensation to the victims of the Holocaust. More than two million people have received lump sum payments or an ongoing monthly pension. The state of Israel has received around 1.7 billion euros ($2.2 billion), according to the German finance ministry.

    Part of the compensation was earmarked for the Conference on Jewish Material Claims against Germany, a private New York-based organization that works to secure restitution for survivors and their heirs. Descendants can come forward to claim their family's assets until the end of 2014 if they find their original property on a recently released list by the Claims Conference, called the Late Applicants Fund.

    Over the years, the search for the heirs has become more complicated because most of the Holocaust survivors have died. Descendants also don't always have detailed knowledge of their family's former assets.

    But the rise of social media has offered new opportunities to track heirs and close the books on one of the darkest chapters of German history.

    "We are only just seeing the huge impact that social media will have on Holocaust history," said Robert-Jan Smits, the director-general of the European Union's commission for research and design. "We are moving from dusty archives to digitized databases."

    One of the driving forces behind the new push has been Gilad Japhet, CEO and founder of Israel-based MyHeritage, a social media website with about 70 million registered users worldwide that lets individuals build their own family trees online.

    A few months back, Japhet read a report about the Claims Conference's list of over 40,000 buildings, stores and factories that could not be matched with their original owners. Japhet matched some names on the list to the millions of names that users had posted on MyHeritage's family trees online.

    "I thought my chances of finding any of the names on the website of MyHeritage were not looking good since experts have been searching for them for decades. But I still wanted to give it a chance," Japhet said. "I chose some very rare names from the list and to my surprise the second name I put in was already a match."

    Japhet put together a team of five employees and had them write a computer program that automatically matches the names on the Claims Conference's list with those on the virtual family trees. So far, they have been able to match about 150 names on the list with names on the family trees. They expect to continue working on this project for several more months.

    In the case of Cati Holland, MyHeritage initially contacted her son-in-law Eran Karoly. He had posted a family tree which included Recha Cohn, Holland's grandmother and the owner of the Berlin store, which was located on the fashionable Kurfuerstendamm boulevard in the western part of the city. Holland's grandparents escaped to South America shortly after the Nazis took over in the early 1930s and ended up in Israel many years later.

    Holland filed an application for restitution to the Claims Conference and is now waiting for a response. The level of compensation depends on various factors, such as the value of the property and how many people will apply until 2014.

    "I filled out the forms and sent in birth certificates and several photos," Holland said.

    The Claims Conference itself says it has "received hundreds of applications" for the Late Applicants Fund but can't say for sure how many of them were due to MyHeritage.

    Applicants who qualify for restitution will have to wait until the program's deadline on December 31, 2014, the Claims Conference's chairman Reuven Merhav wrote in an email.

    As for Japhet and his team, they have made clear to the claimants that they don't want any money in return for their efforts.

    "In my emails to the users, I always write that we don't want any money for doing this, nor part of any restitution they will get," said Japhet. "We do this as a mitzvah ? which in Judaism is a good deed."

    St. Philip?s impacted by Historically Black College funding cuts

    St. Philip?s College is eliminating about 20 staff members as a result of a reduction in Title III funding from the U.S. Department of Education.

    Alamo Colleges was recently notified that St. Philip?s funding is being reduced from its current level of $5.4 million to $4.3 million for the upcoming fiscal year.

    Title III funding is a federal grant program that provides financial support to Historically Black Colleges and Universities.

    As a result, out of 74 staff positions funded by the grant program at St. Philip?s, 20 will be funded directly by Alamo Colleges, 34 will be retained and 20 will no longer be needed.

    ?We are disappointed to learn that the Title III funding to St. Philip?s College is being reduced,? says Alamo Colleges? Chancellor Dr. Bruce Leslie. ?We value every member of the Alamo Colleges? family, and regret that this significant funding cut reduces the number of staff we can employ for this important program. We are making a significant investment to retain 20 of these positions.?

    Affected employees are encouraged to apply for other positions at Alamo Colleges.

    Earlier this month Apple?also picked up Canadian mapping company Locationary?to reportedly help beef up its local business listings and search features.

    Rory MacDonald wins UFC on Fox 8 snooze fest over Jake Ellenberger

    The co-main event at UFC on Fox 8 was supposed to be a chance for the next welterweight contender to make a statement. The bout between Rory MacDonald and Jake Ellenberger figured to be an exciting bout between the two most likely men to fight for the welterweight belt after champion Georges St-Pierre and Johny Hendricks fight. Instead, MacDonald won a decision in a snooze fest.

    MacDonald established a jab early in the fight, and continued to use it throughout the bout. He didn't come up with big moves that could finish the fight, though. Instead, he was content to rely on the jab again and again.

    Ellenberger played the fight even more cautiously than MacDonald. He couldn't find a way to avoid MacDonald's jab and set up a strike or a takedown. The Division II wrestling All-American couldn't get a takedown until late in the third round. This fight was his big opportunity to get to the championship shot, but his cautiousness kept him from getting the win.

    The crowd was unrelenting in their boos, and even UFC president Dana White was disappointed.

    "I obviously look to finish fights, but he?s a good fighter, so what can you do? I think I had him worried with the elbows because he didn?t want to come near me after that. That wasn?t my game plan, but I accomplished what I needed to do," MacDonald said after the fight.

    Though MacDonald got the win, there is no guarantee he will get a title shot any time soon after that performance. He trains with St-Pierre, and appeared to learn from his safe, but not exciting, approach. At 15-1, he has the resume for a title shot. But will the UFC want to feature him if this is the fight fans remember?

    Pretty much sums it up accurately. If Sony released it on sprint...I would almost certainly get it. But they for some reason dont like making phones compatible with Verizon and Sprint....thus locking out a potential ~150 million customers in America alone. I dont know what other networks it wont release for around the world....

I know its an LA thing because in san fransisco i was getting up to 50 mbps something i never ever saw in LA now im back in LA enjoying my sloow LTE speeds yay! Good thing verizon works here friend on verizon gets 25 mbps everywhere i get 4 mbps i think i might go to them .

    Analysis: Setbacks to bring quieter Qatar foreign policy but no U-turn

    DOHA/DUBAI (Reuters) - Qatar may tone down its pushy foreign policy, chastened by setbacks in Syria and Egypt, but is likely to keep supporting Arab Spring revolts and bankrolling Islamist influence, albeit a little more quietly.

    The tiny state provided much of the armed muscle behind the Arab rebellions, while its aid for Muslim Brotherhood rule in Egypt alarmed neighboring Gulf monarchies who see the Islamist movement as a threat to their own hereditary authority.

    Under a long-standing policy of international self-promotion, Qatar earlier mediated in disputes from Somalia to Lebanon, and became the enfant terrible of the Gulf Arab dynasties by using its al Jazeera TV to attack authoritarian rule beyond its borders and promote Islamist views.

    But rebel defeats in Syria, the ousting of Egypt's Islamist President Mohamed Mursi on July 3 and a failure to host planned Afghan peace talks in June exposed as over-hasty Doha's dreams of becoming a heavyweight international power-broker.

    The wealthy gas exporter got its comeuppance, critics say, and must now be more circumspect abroad, defer to regional heavyweight Saudi Arabia, and focus on priorities at home such as building projects before it hosts the 2022 soccer World Cup.

    Last month's accession of a young emir, Sheikh Tamim bin Hamad al-Thani, after the abdication of his father, gives Qatar an opportunity to make a fresh start, the argument goes.

    People who know Qatar, however, do not expect any U-turns.

    BETTING ON THE BROTHERHOOD

    "They might like to change policy but they are not in a position to do so, at least immediately," said Ghanem Nuseibeh, an expert on Gulf Arab politics at Cornerstone Global Associates, a UK-based risk management consultancy.

    Under Tamim's father Sheikh Hamad bin Khalifa al-Thani, Qatar lent Egypt more than $7 billion during Mursi's year in power, which ended when the army detained the president.

    Doha had placed a bet on the Muslim Brotherhood, said Nuseibeh, and for the Qatari state "it is very difficult to go back now, even if some of their advisers would like them to".

    "Dropping the Muslim Brotherhood would obliterate their popularity with the pro-Brotherhood camp in the Arab world. They have taken a gamble and they hope that it might pay off at some point in the future," he said.

    Torbjorn Soltvedt, principal analyst at Maplecroft, a political risk consultancy based in London, said Qatar "will likely scale back its adventurous foreign policy, but I wouldn't expect them to abandon it altogether".

    "It will still be important for them to maintain an independent policy, to distinguish themselves from Saudi Arabia," he said.

    Asked about the future course of diplomacy, a Qatari official said there would be little change, adding the country needed to pursue "domestic and foreign policies in parallel to each other" to continue serving its national interest.

    He also suggested Qatar would continue military help for rebels fighting Syrian President Bashar al-Assad. "With over 100,000 killed and about 2 million refugees, we believe the Syrian people are in dire need of support to defend themselves from the vicious and barbaric assaults of the regime," he said.

    A QUIETER STYLE

    He emphasized that shipments of any weapons to the Syrian people ought to be coordinated with the international community.

    Qatar was focused on helping all the region's peoples, he said, and did not favor one party over another.

    "Just as the United States continued to support Egypt while the Muslim Brotherhood was in power, so did we. It is for the Egyptian people to determine who will lead their country."

    The accession of Sheikh Tamim in June stirred speculation he might adopt a less Islamist-friendly approach now that the main implementer of foreign policy, the energetic and influential Sheikh Hamad bin Jassim al-Thani, is no longer foreign minister.

    Sheikh Hamad lost his jobs as prime minister and foreign minister in a cabinet reshuffle after Tamim took power, replaced as premier by a much less well-known military man who had previously served as deputy interior minister.

    The idea that Qatar might scale back its alliance with Islamists gained further ground after Sheikh Tamim's June 26 accession speech. Although he said the country would not "take direction" from anyone, his 15-minute address focused on domestic issues and made no mention of the Syrian conflict.

    But on July 23, Qatar issued a statement of concern about the continued detention of Mursi, becoming the only Gulf Arab state to voice sympathy openly for the ousted Islamist.

    GRASSROOTS ARAB SUPPORT

    To followers of Sheikh Hamad bin Jassim's long tenure as foreign minister, this maverick stance looked familiar.

    In another sign Qatar has not lost its taste for regional deal-making, the head of Syria's opposition coalition is expected in Doha soon to coordinate aid supplies.

    For now, Nuseibeh said, Qatar would continue to seek grassroots support around the Arab world but it would do so in a more low-key manner. "The style will be quieter," he said.

    Analysts says this might mean less spending on armed support or big emergency loans or grants to favored states, and greater resources spent on long-term international development aid.

    Gauging opinion in a conservative society that guards it privacy is not easy, but there are signs that Qataris would not be disappointed by a less activist foreign policy.

    A source close to the ruling family said many of Qatar's citizens expected it would eventually play a quieter role in foreign affairs. "The average person just wants to lead a quiet life. Qatar is a small country and we had no business getting ourselves roped into all of this outside activity," the source said.

    Doha has enough to keep it busy at home. It is spending $150 billion before the World Cup building a new airport, seaport and roads, plus carrying out an urban makeover.

    The risks of worldwide embarrassment if these projects aren't finished on time are great.

    Mussel filaments prove that harder isn't necessarily stronger

    Researchers at MIT have found mussels adhere themselves to rocks in rough waters using a strategic combination of hard and soft material that could have applications in engineering.

    Mussels affix themselves to surfaces using a bundle of thin filaments that are at once hard and soft, a strategic hybrid that could be a potential model for engineers, scientists have found.

    The research joins increasing attention to natural models as solutions to problems in engineering. There, in spider webs and rice leaves and shark skin, is where scientists have found elegant and efficient answers to major design troubles. Often, nature recommends a compelling blend of firmness and softness ? similar to that seen in the mussel filaments ? that seems counterintuitive: harder does not always mean stronger.

    Scientists had known that mussels, a button-sized, blue-black-shelled mollusk, use a kind of glue to adhere to various surfaces. That anchoring allows the animals to collect food from the Northeastern shores without getting knocked from their perches in the strong surf.

    But researchers had also known that the glue was insufficient to explain how the mussel managed to weather the extreme force of pounding waves: Mussels, after all, can withstand multidirectional impact forces that add up to more more than nine times that of the forces exerted in any single direction.

    ?Although it the glue is strong, it is not strong enough to fight against crushing waves,? said Zhao Qin, a research scientists at MIT and a co-author on the study, published in Nature Communications. ?So we started this study to look at the mussels? threads.?

    Mussels also use a collection of filaments, called byssus threads, to pin themselves to surfaces. But the byssus threads had also been a vexing part of the problem: how did that network of ultra-thin, fragile-looking filaments - no wider than human hair - support the tiny, clinging animal in the ocean?s roar?

    In 2011, MIT researchers placed a cage of mussels and surfaces including glass, ceramics, and wood into the Boston Harbor for three weeks. After the mussels have affixed themselves to those surfaces, the cage was brought to the lab, where the mussels, the threads they had spread, and their surfaces of choice were mounted in a tensile machine that could test their strength, subjecting the fibers to controlled deformation and recording the applied force.

    The researchers found that about 80 percent of the length of byssus thread ? the part that connects the mussel to the surface ? is made of stiff material. But an important 20 percent is soft and flexible. That crucial portion of the filament connects to the mussel itself.

    It?s a critical combination: in computer simulations of different proportions of soft to firm mussel thread, the researchers found that the mussel?s current ratio produces the smallest reaction force. Too stiff, and the mussel would be injured in the jerking force of the wave, lacking the needed elasticity near its body to absorb the water's force. Too soft, and the mussel would not be able to rebound from deformation.

    The situation is somewhat analogous to a car bumper, Qin said. There, the bumper must both absorb the force of an impact, but not take in too much force such that the person inside is injured.

    Much as ancient fish armor has served as inspiration for both protective and flexible military wear, the combination of softness and hardness could serve as inspiration for innovations in engineering, particularly in the design of buildings designed to withstand earthquakes.

    ?The impact force from crashing force is analogous to earthquakes,? said Qin. ?The traditional tradition deign for buildings is to build with concrete and make them stronger and stiffer ? but that breaks with shock waves or impact force.?

    ?We learn from mussels to design from materials less stiff than concrete, like rubber,? he said.

    And since the mussel?s filaments are effective in water, its materials could provide models for use in internal surgery. His team is currently collaborating on other projects to develop synthetic materials that replicate the mussel?s threads and could have biomedical applications, he said.

    The mussel?s glue, a protein material that remains adhesive in wet and saline conditions, is also thought to have surgical applications, including use in internal tissue repair, scientists have said.

    Apple wins Brand of the Year in three Harris Poll EquiTrend categories

    While many have questioned the post-Steve Jobs fate of Apple, the company continues to hold its spot as a top technology brand across three mainstream categories, according to findings from the 2013 Harris Poll EquiTrend (EQ) study.

    In its first full year under Tim Cook?s stewardship, Apple took home repeat Brand of the Year distinctions in three categories ? Computer, Tablet and Mobile Phone ? in the annual study, which measures the perceptions of 38,500+ American consumers on more than 1,500 lifestyle, product and service brands across over 155 categories.

    ?Americans continue to give Apple brands strong ratings,? says Manny Flores, Senior Vice President at Harris Interactive, in a statement. ?And while their Consumer Connection scores are strong within their respective categories, what really stands out is that in all three of the categories Apple brands are measured ? Computer, Tablet and Mobile Phone ? its Brand Momentum scores are in the top 30 of all 1,500 brands evaluated in the study, showing that consumers see this as a brand of the future.? Consumer Connection measures a brand?s Emotion, Fit, Trust and Performance; Brand Momentum is comprised of Energy, Ubiquity, Future Outlook, Leadership and Popularity.

    Apple crushes three categories? worth of competition

    Apple continues to hold the top spot among computer manufacturers, earning the 2013 Harris Poll EquiTrend Brand of the Year. Strong scores for all elements of Brand Equity (Familiarity, Quality and Purchase Consideration) keep the brand at the top.

    ?Despite a drop in Apple?s Quality score for this year, their Brand Momentum score increased, which was driven by increases in Ubiquity and Popularity scores,? continues Flores.

    Hewlett-Packard computers holds steady year-over-year behind Apple computers, but has been unable to match the peak its Brand Equity scores reached in 2011. Also finishing above the category average are Dell, with strong Familiarity and improving Purchase Consideration scores, as well as the style-focused Sony computer brand.

    Harris Poll EquiTrend Methodology

    A sample of 38,814 U.S. consumers ages 15 and over were surveyed online by Harris Interactive from January 11 through February 8, 2013 and the survey took an average of 35 minutes to complete. The sample was from the Harris Interactive online panel of respondents, a database consisting of over a million cooperative respondents who have double-opted in to be randomly invited by Harris Interactive to take part in online surveys. The total number of brands rated was 1,511. Each respondent was asked to rate a total of 40 randomly selected brands. Each brand received approximately 1,000 ratings. Data were weighted to be representative of the entire U.S. population of consumers ages 15 and over based on age by sex, education, race/ethnicity, region, income, and data from respondents ages 18 and over were also weighted for their propensity to be online. This is the same precision weighting approach Harris has used to become the leading online polling organization when calling elections.

    The Brand Equity Index is the keystone to the EquiTrend program providing an understanding of a brand?s overall strength. A brand?s Equity is determined by a calculation of Familiarity, Quality and Purchase Consideration. Brand of the Year is determined by a simple ranking of brands.

    An academic study concluded that when using the Harris Poll EquiTrend Brand Equity model to determine brand value (as opposed to a financially-based measure of brand value), the stock performance of the top brands consistently surpassed the market during the 2008 financial downturn. The academic study findings appear in the September 2012 issue of the International Journal of Research in Marketing in the paper titled, ?The Performance of Global Brands in the 2008 Financial Crisis: A Test of Two Brand Value Measures.?The paper was authored by Johny K. Johansson, Claudiu V. Dimofte and Sanal K. Mazvancheryl.

    Korean War foes gather in NKorea to remember war

    PYONGYANG, North Korea (AP) ? Two decorated U.S. war veterans who survived one of the worst battles of the Korean War found themselves among former foes at a memorial ceremony Thursday as North Korean leader Kim Jong Un launched the country's commemoration of the war's end 60 years ago.

    It's unusual for American veterans to attend official events surrounding the July 27 war anniversary in North Korea, called "Victory Day" here. The veterans are in North Korea on a mission to find the remains of a fellow aviator killed in the war, and were given little notice about the event.

    The ribbon-cutting ceremony to unveil a new cemetery for war veterans was brief and solemn, with no speeches. Soldiers stood at guard as a military band played the national anthem. Kim, dressed in a dark blue Mao suit, saluted and left a basket of flowers bearing a banner with his name before the memorial.

    The Korean War, pitting North Korean and Chinese troops against U.S.-led United Nations and South Korean forces, ended with an armistice on July 27, 1953. A peace treaty was never signed, leaving the Korean Peninsula in a technical state of war and divided at the 38th parallel.

    That has not stopped the North Koreans from calling July 27 "Victory Day." Brightly colored banners with the words "Victory" and "War Victory" fluttered from buildings across the capital city. The North Korean government is expected to use the anniversary to draw attention to the division of the Korean Peninsula and to rally support for Kim.

    Kim took power following the death of his father, Kim Jong Il, in late 2011. As leader, he has overseen two long-range rocket launches and a nuclear test that have drawn international condemnation and tightened U.N. sanctions.

    North Koreans have been gearing up for months for the milestone war anniversary. Soldiers were assigned to carry out an extensive renovation of the Korean War museum. Students rehearsed every afternoon for a new war-themed rendition of the "Arirang" mass games song-and-dance performance, which opened Tuesday. And citizens got down on their hands and knees in the lead-up to help lay sod and plant grass as part of a massive greening of Pyongyang.

    The anniversary is taking place as North Korea copes with flooding from the seasonal monsoon rains that strike the peninsula every July. Eight people were killed, more than 4,500 homes destroyed and 17,700 left homeless this week, according to the official Korean Central News Agency.

    Scores of foreign visitors have arrived in Pyongyang this week, including a planeload of journalists from the U.S., Japan, China, Russia and elsewhere. China's vice president, Li Yuanchao, arrived Thursday.

    The two Americans, retired U.S. Navy Capt. Thomas Hudner and Dick Bonelli, a former U.S. Marine, are in North Korea on a mission to revisit Jangjin County, better known to Americans as the Chosin Reservoir ? site of one of the deadliest battles of the Korean War.

    "It's a very emotional occasion to be here with so many veterans ? not only the veterans but also the people of the nation who turned out to show their support to all of veterans," said Hudner, who received the Medal of Honor for trying to save his downed wingman, Ensign Jesse Brown, at the Chosin Reservoir in 1950.

    "And as an American veteran, I am delighted to see that our former foe and we share some of the same feelings about this," said Hudner, of Concord, Massachusetts.

    The monument to veterans is the centerpiece of a sprawling national military cemetery in Pyongyang's outskirts.

    One North Korean, Pak Chun Son, sobbed as she paid her respects at the gravestone of her father, Pak Hyon Jong, who died in the war when she was 5.

    "My father will be honored on this hill forever," said her brother, Pak Yun Yong, who was 8 when his father died. He was dressed in a military uniform weighed down by medals. Tears sprang to his eyes. "We want to raise our children to be patriots like their grandfather was."

    Commemorations also are taking place in South Korea and the United States.

    South Korean President Park Geun-hye attended a memorial event Tuesday in the southern city of Busan to pay her respects to the troops who defended South Korea during the war.

    U.S. President Barack Obama is to give a speech Saturday at the Korean War Veterans Memorial in Washington.

    NEW DELHI?Indian police have arrested the headmistress of the elementary school where a pesticide-contaminated lunch killed 23 children and hospitalized two dozen more, the superintendent of police in the district where the school is located said Wednesday.

    Meena Kumari, who had been missing since the July 16 incident, was arrested in the town of Chapra as she was about to hand herself in to a local court, said Sujeet Kumar, the police superintendent. She hasn't been charged, he said.

    "Our main concern now is to interrogate her and get as much detail as we can," Mr. Kumar said.

    A court in Chapra issued a warrant for Ms. Kumari's arrest on Monday, a senior official in the state government said. Late Tuesday, the court said it would seize the headmistress's property if she didn't surrender, the official added. This notice was sent to her house and posted in local newspapers, he said. Attempts to contact Ms. Kumari or members of her family were unsuccessful. Her lawyer hasn't commented publicly.

    Police started searching Ms. Kumari's home, along with the homes of her parents and other relatives this week after a forensic examination of the school lunch found traces of a chemical compound five times the strength of its level used in commercial pesticide.

    The school, which has been closed since July 16, is in Gandaman village, about 60 miles from Patna, the capital of Bihar state, and 25 miles from the town of Chapra. Chapra is also the name of the district in which Gandaman is located.

    Bereaved families buried many of the dead children in the school playground and nearby.

    Mr. Kumar said Monday that the headmistress was central to the investigation. "Everything ends at her. We are still trying to understand why the pesticide was used in such large quantity in the food."

    The cook had noticed a strange color and foul smell from the cooking oil when preparing the lunch, but the headmistress told her to serve the food, said Bihar's education minister, P.K. Shahi. The cook was also hospitalized after eating the food.

    Ms. Kumari's husband, Arjun Rai, and their two children, who didn't attend the school, are still missing, Mr. Kumar said, but an arrest warrant hasn't been issued for any of them. "We are investigating whether he [Mr. Rai] had a role in the deaths," he said.

    During their investigations, police found empty bottles of pesticide at Ms. Kumari and Mr. Rai's home, Mr. Kumar said, adding that the couple owned farmland.

    The incident has raised concerns about a government initiative to provide free lunches at schools across the country.

    Local government and police officials conducting a joint investigation said the school in Gandaman had inadequate infrastructure and poor hygiene conditions, R. Lakshamanan, the head of the government's school-lunch program in Bihar, said over the weekend. The elementary school in Gandaman is a one-room building and the cook prepared food outside.

    Investigators discovered monocrotophos, a highly toxic chemical compound, in a plastic container that stored mustard oil for cooking at the school, as well as on eating utensils and leftover vegetables from the meal.

    Mr. Lakshamanan said the official in charge of the school-lunch program in the school district has been fired and that the government has requested schools carry out stringent checks of food served under the free-lunch program. Current guidelines state the school cook and a teacher should taste food before it is served to children.

    The official added that cooks will be trained to follow proper hygiene standards when preparing food and serving children, while parents will be brought into schools on a rotational basis to monitor standards. The government also plans to close schools with inadequate cooking infrastructure, such as roofless kitchens, or merge them with nearby schools.

    Abhijit Sinha, magistrate of Chapra district, said the elementary school in Gandaman will remain closed.

    Bihar Chief Minister Nitish Kumar on Wednesday said the government will open a new school and a health clinic in Gandaman village.

    "We have decided for all-round development of the ill-fated village, be it road, water supply, we will provide it all," Mr. Kumar said during a televised news conference.

    Bereaved parents and politicians from opposing parties have criticized Mr. Kumar for not visiting the village or the many sick children still in the hospital in Patna.

    Officials from Mr. Kumar's Janata Dal (United) Party told The Wall Street Journal that the chief minister was unable to leave his home as he had suffered a hairline fracture of his little toe on July 13.

    "He will surely see the children and their families once fit," JD(U) General Secretary K.C. Tyagi said. A spokesman for Mr. Kumar said doctors had advised him to take three weeks of rest.

    Ram Kirpal Yadav, a senior member of the Rashtriya Janata Dal, Bihar's main opposition party, said Mr. Kumar was being insensitive to the families of the dead and sick children. "Even if he has hurt his toe, he should have at least gone to the hospital in Patna in a wheelchair," he said.
