While specifics of some of the most contentious proposals remain secret, leaked drafts show that Russia is seeking rules giving individual countries broad permission to shape the content and structure of the Internet within their borders, while a group of Arab countries is advocating universal identification of Internet users. Some developing countries and telecom providers, meanwhile, want to make content providers pay for Internet transmission.

Fundamentally, most of the 193 countries in the ITU seem eager to enshrine the idea that the U.N. agency, rather than today's hodgepodge of private companies and nonprofit groups, should govern the Internet. The ITU meeting, which aims to update a longstanding treaty on how telecom companies interact across borders, will also tackle other topics such as extending wireless coverage into rural areas.

If a majority of the ITU countries approve U.N. dominion over the Internet along with onerous rules, a backlash could lead to battles in Western countries over whether to ratify the treaty, with tech companies rallying ordinary Internet users against it and some telecom carriers supporting it.

In fact, dozens of countries including China, Russia and some Arab states, already restrict Internet access within their own borders, but those governments would have greater leverage over Internet content and service providers if the changes were backed up by international agreement.

Amid the escalating rhetoric, search king Google last week asked users to "pledge your support for the free and open Internet" on social media, raising the specter of a grassroots outpouring of the sort that blocked American copyright legislation and a global anti-piracy treaty earlier this year.

Google's Vint Cerf, the ordinarily diplomatic co-author of the basic protocol for Internet data, denounced the proposed new rules as hopeless efforts by some governments and state-controlled telecom authorities to assert their power.

"These persistent attempts are just evidence that this breed of dinosaurs, with their pea-sized brains, hasn't figured out that they are dead yet, because the signal hasn't traveled up their long necks," Cerf told Reuters.

The ITU's top official, Secretary-General Hamadoun Tour?, sought to downplay the concerns in a separate interview, stressing to Reuters that even though updates to the treaty could be approved by a simple majority, in practice nothing will be adopted without near-unanimity.

"Voting means winners and losers. We can't afford that in the ITU," said Tour?, a former satellite engineer from Mali who was educated in Russia.

Tour? predicted that only "light-touch" regulation on cyber-security will emerge by "consensus," using a deliberately vague term that implies something between a majority and unanimity.

He rejected criticism that the ITU's historic role in coordinating phone carriers leaves it unfit to corral the unruly Internet, comparing the Web to a transportation system.

"Because you own the roads, you don't own the cars and especially not the goods they are transporting. But when you buy a car you don't buy the road," Tour? said. "You need to know the number of cars and their size and weight so you can build the bridges and set the right number of lanes. You need light-touch regulation to set down a few traffic lights."

Because the proposals from Russia, China and others are more extreme, Tour? has been able to cast mild regulation as a compromise accommodating nearly everyone.

Two leaked Russian proposals say nations should have the sovereign right "to regulate the national Internet segment." An August draft proposal from a group of 17 Arab countries called for transmission recipients to receive "identity information" about the senders, potentially endangering the anonymity of political dissidents, among others.

A U.S. State Department envoy to the gathering and Cerf agreed with Tour? that there is unlikely to be any drastic change emerging from Dubai.

"The decisions are going to be by consensus," said U.S. delegation chief Terry Kramer. He said anti-anonymity measures such as mandatory Internet address tracing won't be adopted because of opposition by the United States and others.

Google Executive Chairman Eric Schmidt said this month that the Net is already on the road to Balkanization, with people in different countries getting very different experiences from the services provided by Google, Skype and others.

There were several groups of people walking and running early that morning. I have opted not to race the past few years to save a little $$, but I do miss the festivity of a Thanksgiving morning turkey trot.?

I got home with 7 miles under my belt and ready for a Thanksgiving feast!

After I stretched and showered, we headed off to the Oregon coast to see my family. My cousin Brendel's boys are adorable and so well behaved at ages 2 and 3.

Mental Health

This was a topic from last week that I didn't get a chance to touch on. Overall, I'm always amazed how much our mental health impacts our physical health. It's so easy in our society to deny that we're over stressed or that said stress could have other effects on our lives.

Often times, if I'm overly stressed, I'll feel a cold coming on within a few days. In addition to maintaining healthy habits (pumping Vitamin C, drinking water, sleeping well), I also try to find ways to naturally destress by way of yoga or walks.

Ideally, I'd never get to this place where I'm sick because of stress, but only because I happen to catch a cold from someone else. As I see stress increasing, I have to be proactive in finding ways to chill out mentally and physically.

And what if you're dealing with something that you alone can't solve??

In college, I went to a therapist at the University's counseling center for a year or so and it was extremely helpful. From day one, she was my ally and didn't judge me for my thoughts or feelings. She was simply there to listen and provide suggestions as to how to deal with/overcome things.

From that experience, I walked away thinking that everyone should see a therapist, no matter how small or large the things they're dealing with are. My counselor allowed me to feel more confident about myself and my beliefs and fully explore thoughts and issues I was dealing with. Who couldn't benefit from that kind of support?

The manfriend and I are also going to a little pre-marital counseling (which I'll talk about a bit more soon) so that we're best prepared for our journey together. While it's not typical "therapy," it has been a great way to discuss topics or feelings we might not normally dive into.?

Congo rebels push on after repelling counter-attack

SAKE/GOMA, Democratic Republic of Congo (Reuters) - Rebels advanced in eastern Congo on Friday, seeking to strengthen their grip before a regional summit intended to damp down the insurgency in an area long plagued by ethnic and political conflict.

Fighters from the M23 group, who are widely thought to be backed by neighboring Rwanda, pushed south along Lake Kivu near the new rebel stronghold of Goma on the Rwandan border.

In the capital Kinshasa, protesters accused the rebels of abuses including the rape of pregnant women while the United Nations reported killings of civilians and kidnappings.

The rebels advanced as their political chief Jean-Marie Runiga was due to meet the president of Uganda on the eve of the Kampala summit of leaders from Africa's Great Lakes region.

Regional and international leaders are scrambling to halt the latest violence in the Great Lakes area, fuelled by a mix of local and regional politics, ethnic rifts and competition for big reserves of gold, tin and coltan, an ore of rare metals used in electronics and other high-value products.

Another rebel contingent moved north from the road junction at the town of Sake, scene of a failed counter-offensive by government forces.

A Reuters correspondent in Sake said rebels were in control after Thursday's battle, which had been the first sign of a government fightback since the army abandoned Goma, a frontier city of one million, on Tuesday.

"There was heavy fighting," said pastor Jean Kambale. "It's M23 who control the town. They never lost it."

Fighters for the group - which said after taking Goma that it would march on Kinshasa 1,000 miles away to defeat Kabila - met no resistance as they probed south from Sake.

Those rebels who pushed north from Sake moved closer to the home town of Bosco Ntaganda, a Rwandan-born warlord who many say controls the insurgency and is wanted for war crimes by the international court at The Hague.

Thousands of refugees were fleeing the fighting and heading for Goma, where aid agencies have a significant presence, along with U.N. peacekeepers who stood back when the rebels moved in.

U.N. aid agencies painted a bleak picture of the aftermath of the fighting, which they estimate has displaced 140,000 people in and around the lakeside city of Goma.

A rebel spokesman said M23 had "demilitarized" Goma, moving soldiers out and securing it with a makeshift police force.

"Our soldiers are outside the city. We demilitarized two days ago," said M23 spokesman Vianney Kazarama.

A Reuters correspondent saw hundreds of people in Goma's stadium on Thursday registering to become police.

KINSHASA PROTEST

In the distant capital, hundreds of women marched on Friday on the headquarters of the U.N. mission to protest against the rebellion. "I am saddened by everything that is happening over there. Pregnant women are raped and mistreated. I am marching in solidarity with them," said one of the women, herself pregnant, who asked not to be named.

The women, clad in black, carried banners calling for peace and criticizing Congo's tiny but militarily powerful neighbor. "No to Rwanda!" read one.

Rape during conflict is well documented in Congo, with rights groups saying it is used as a weapon of war.

In a statement on Friday, U.N. Human Rights chief Navi Pillay's spokesman said they had reports of rebels killing at least nine civilians, wounding dozens more and carrying out a series of kidnappings. Government troops had also committed abuses, including looting, the spokesman said.

The crisis has raised tensions between Congo and Rwanda, which Kinshasa, backed by U.N. experts, accuses of secretly supporting the rebels.

Kigali has a history of meddling in Congo's conflicts but Rwandan President Paul Kagame has repeatedly denied involvement, accusing Congo and world powers of seeking a scapegoat for their failures. "It doesn't matter how many times you repeat lies about us, it doesn't make it the truth ... we will not accept it," the Rwandan presidency said on its official Twitter account.

In Goma, capital of North Kivu province, M23 fighters showed journalists on Friday an arms cache they said the army abandoned when it fled the town. Weapons on display included multiple rocket launchers, artillery canons, hundreds of mortars, anti personnel mines, and stacks of ammunition.

"Kabila is gone, With this, Kabila leaves. We'll take this to the front. If he doesn't negotiate, we continue," said Colonel Seraphin Mirindi, a senior rebel officer.

Previous uprisings in Democratic Republic of Congo, among them one led by Kabila's father, have been launched from the area, where a mix of colonial-era borders, mineral deposits and ethnic rivalries has caused millions of deaths during nearly two decades of turmoil dating from the 1994 genocide in Rwanda.

Red Cross officials had so far retrieved bodies of 31 people killed in fighting for Goma, UNICEF said.

REFUGEES

The rebels have had a mixed welcome in areas taken this week, with some welcoming promises of change but many also tired of years of conflict and expecting abuse by gunmen on all sides.

Fearing more fighting, thousands of people, clutching children and belongings, were on the move around the lake on Friday, trudging along the road towards Goma from Sake.

M23 was formed in April by army mutineers who accused Kabila of reneging on a peace deal from an earlier conflict. It now says it plans to "liberate" the whole country and has rejected a call from regional states to withdraw from Goma.

While Kabila's armed forces are on the back foot, analysts remain skeptical the rebels can make good on their threat to march on Kinshasa in the west without significant, overt support from foreign backers.

The rebels have so far ignored international calls to withdraw from occupied areas and say they are doubtful of Kabila's stated readiness to look into their complaints, since they complain of having already waited months for talks.

Ben Shepherd, an associate fellow at UK-based Chatham House think tank, wrote in a paper that Congo and Rwanda were playing a high-stakes game, with Rwanda risking further international condemnation for reportedly backing the rebels and Kabila potentially facing a backlash over his handling of the rebellion.

"Both will be hoping the other blinks first," he said.

Scott Lauber of the Boston Herald reports that the Red Sox are ?closing in on? a two-year deal with free agent outfielder Jonny Gomes, which might signal the end of their attempt to re-sign Cody Ross.

Sean McAdam of CSNNE.com wrote this morning that the Red Sox had narrowed their outfielder pursuit down to Ross and Gomes, and nearing an agreement with Gomes suggests Ross is drawing significant interest elsewhere and Boston perhaps decided he wasn?t worth paying a premium to retain.

Both players offer good right-handed power, but Ross is superior defensively and less of a liability versus right-handed pitching. Gomes played last season on a one-year, $1 million deal with the A?s and hit .262 with 18 homers and an .868 OPS in 99 games.

Israeli airstrikes kill 3 Palestinian journalists

GAZA CITY, Gaza Strip (AP) ? Israeli airstrikes killed three Palestinian journalists in their cars Tuesday, a Gaza health official and the head of the Hamas-run Al Aqsa TV said. Israel acknowledged targeting the men, claiming they had ties to militants.

The strikes came on the seventh day of Israel's offensive against Gaza's Hamas rulers. A number of journalists have been killed over the years while covering fighting between the Jewish state and the Palestinian militant group, but not in targeted strikes Israel acknowledged.

Two of those killed were cameramen working for Al Aqsa TV, the centerpiece of a growing Hamas media empire, said station head Mohammed Thouraya. The two were driving in a car with press markings in Gaza City on Tuesday afternoon, shortly after wrapping up an assignment at the city's Shifa Hospital, Thouraya added.

The station said the car was hit by a missile, broadcasting the aftermath with the vehicle consumed by flames. Thouraya said the bodies of the two, Mohammed al-Koumi and Hussam Salam, were badly burned.

Later Tuesday, another Israeli missile killed an employee for Al Quds Educational Radio, a private station, said Ashraf al-Kidra, a Gaza health official. Mohammed Abu Eisha died when his car was hit in the central Gaza town of Deir el-Balah, al-Kidra said.

Lt. Col. Avital Leibovich, an Israeli military spokeswoman, said a preliminary investigation showed all three were Hamas operatives, but he would not elaborate.

Israel has struck a wide range of Hamas-linked targets during its offensive, including rocket launching sites and the homes of suspected activists, killing more than 120 people.

Asked whether Israel had widened it range of targets to include journalists working for media run by Hamas or other militant groups, Leibovich said: "The targets are people who have relevance to terror activity."

Thouraya denied that the two employees killed Tuesday were linked to violence.

"Our crew were fighters, but they were not fighting with weapons," he said. "They were fighting with their cameras. They were on the battlefield to defend the people by filming the awful crimes (of the Israeli offensive) and broadcasting them to the world."

Over the weekend, an Israeli missile struck an Al Aqsa office on the top floor of a Gaza City high-rise also being used by other local and foreign news outlets. A second strike hit the Lebanon-based Al Quds TV in a second media center, causing some damage. Al Quds TV is seen as sympathetic to Hamas.

Since seizing control of Gaza in 2007, Hamas has gradually built a sophisticated media operation. During the current offensive, Al Aqsa TV and Radio reporters have closely covered events, often providing the first reports of deaths and injuries that are later confirmed by hospital officials.

Israeli government spokesman Mark Regev alleged that both Al Aqsa and Al Quds "are integral parts of terrorist military organizations."

He said those working for the two outlets "are not journalists by any meaning of the word."

His first act as champion? Sending a tweet, of course, from inside his car: "We did it!" with a picture of the celebration waiting for him.

"Always, throughout my whole life I've been told I'm not big enough, not fast enough, not strong enough and I don't have what it takes," Keselowski said from the championship stage. "I've used that as a chip on my shoulder to carry me through my whole career. It took until this year for me to realize that that was right, man, they were right.

"I'm not big enough, fast enough, strong enough. No person is. Only a team can do that."

So, with the Penske organization behind him, he delivered a trophy that had eluded "The Captain" since his 1972 NASCAR debut. Although his motorsports organization is considered the gold standard of open-wheel racing ? 15 Indianapolis 500 wins ? and his empire has made Penske one of the most successful businessmen in America, his NASCAR team has always been just average.

Then came Keselowski, the blue collar, Twitter-loving, Michigan native who visited Penske in 2008 convinced the NASCAR team could win, too.

Three years later, they hoisted the Sprint Cup trophy together at Homestead-Miami Speedway following Keselowski's 15th-place finish Sunday night.

"It's all about the people in our organization and obviously Brad coming on our board three years ago, and we set a plan and we stuck to it," the 75-year-old Penske said. "To win this championship is amazing."

Keselowski needed 125 starts to win his first championship, the fewest starts since four-time champion Jeff Gordon won his first title in 93 starts in 1995. Keselowski also won a second-tier Nationwide title in 2010, his first season with Penske and the owner's first official NASCAR championship.

Gordon, who avoided suspension this week but was fined $100,000 by NASCAR for intentionally wrecking Clint Bowyer last week at Phoenix, overcame the controversy to win the race in a 20th anniversary celebration for sponsor Dupont and Hendrick Motorsports.

It was Gordon's first victory at Homestead, which leaves Kentucky as the only active NASCAR track where he's yet to win.

Who did Gordon beat? Bowyer, of course.

And Bowyer's second-place finish moved him to a career-best second in the final standings. Third-place went to Ryan Newman, who got his break in NASCAR with Penske and spent seven seasons driving for the owner.

"He deserves this probably as much as anybody else, if not more because of what he's done for motor racing in general, NASCAR, his dedication to all forms of race cars is probably more than anybody else in the history of auto racing," Newman said. "I know this is probably one of the sweetest moments in his racing career."

Keselowski started the race up 20 points on Johnson, who blew a tire and crashed last week at Phoenix to give Keselowski a nice cushion and needing only to finish 15th or higher in the finale to wrap up his first championship. But the Penske team took nothing for granted ? not after Will Power crashed in the IndyCar finale to blow a 17-point lead and lose the championship.

And this one got tight, too, especially when Keselowski ran out of gas on pit road during green flag pit stops. It put him a lap down with Johnson leading, and Keselowski and crew chief Paul Wolfe frantically tried to figure out how dire the situation had become.

Wolfe crunched the numbers, figuring the No. 2 Dodge would cycle out in the mid-20s, a lap down from the leaders.

"I know the scenario, and it's not good," Keselowski said.

But minutes later, Johnson went to pit road for his own stop and pulled away with a missing lug nut. NASCAR flagged the Hendrick Motorsports team and Johnson was forced back to pit road for another stop.

The Penske team was unsure if Keselowski wanted to know what was going on with Johnson.

"I've got a big picture story if you want to hear it," a team member radioed, then informed Keselowski that Johnson had to pit again.

"Ten-four. Thank you for telling me. We're back in the game. I got it," he said.

It got worse for Johnson from there. He broke a rear end gear in his Chevrolet and went to the garage with 40 laps to go, essentially clinching the championship for Keselowski.

"It all unraveled pretty quick," Johnson conceded.

No longer needing to save fuel, and no longer needing to play it conservatively, he waived off Wolfe's playbook.

"If he's in the garage, let's race," Keselowski said.

That's been Keselowski's attitude since he burst onto the NASCAR scene. He first caught attention as a brash driver for Dale Earnhardt Jr.'s Nationwide Series team, and he was unapologetic for his aggressive driving and his refusal to back down in long-running feuds with established stars Denny Hamlin and Carl Edwards.

But he's been calmer and focused since teaming with Penske in 2009, and his mission has been to give Penske a title. Still, his fame has been for the tweeting, which drew him worldwide attention when he took to Twitter from the cockpit of his car during the red flag in the season-opening Daytona 500.

NASCAR loved the attention it received, but quietly admonished him later for having a phone in his car, which is banned because it can manipulate electronic fuel injection systems. So when he tweeted again last week under red at Phoenix, NASCAR fined him $25,000 ? which angered fans who felt a mixed message had been sent.

But Keselowski, who was tweeting into the early morning hours Sunday, handed his phone over with no resistance right before he climbed into the car at Homestead.

The win is the first for Dodge since Richard Petty's Cup title in 1975, and comes as the manufacturer is leaving NASCAR. Penske announced days after the Daytona 500 it will move to Ford next year, and it led to Dodge's decision to pull out of NASCAR.

"Not one failure all year long in that Dodge engine, so I want to thank Dodge for what they've done for us," Penske said after Keselowski secured the title.
